Add a new exclusion, for DoD only, to the Small Business Goaling Report (SBGR) and the Small Business Achievements by Awarding Organization Report. The following exclusion will be added to the SBGR and the Small Business Achievements by Awarding Organization Report for DoD:

All records where the Place of Performance is any country on the list below and the Funding Agency is DoD and the Date Signed is equal to or greater than 10/01/2017.

Data Elements "Annual Revenue" and "Number of Employees" are not being treated as For Official Use Only (FOUO) as they are in SAM.gov. The data elements, "Annual Revenue" and "Number of Employees" will be removed from the FPDS Award and IDV screens, Atom Feeds, Interfaces, XML Archives and Web Services Schema.

Validation rule 10N33 is not firing on Validate or Approve but does fire on Correct.

10N33: If "Type of Set Aside" is 'Women Owned Small Business' or 'Women Owned Small Business Sole Source' the Vendor must be 'Women Owned Small Business', 'Joint Venture Women Owned Small Business', 'Economically Disadvantaged Women Owned Small Business' or 'Joint Venture Economically Disadvantaged Women Owned Small Business'.


When the “Fair Opportunity/Limited Sources” values ‘Competitive Set Aside’ or ‘Sole Source’ are selected on a Delivery/Task Order the “Type of Set Aside” can be changed. In some cases, when the value is changed from what was on the Referenced IDV, validation rules can be invoked that check to see if the vendor has the socioeconomic credits required by the Type of Set Aside. An example follows:

On PIID 3600-36C24218F2510A referencing 4730-GS07F0031T the Referenced IDV has ‘Woman Owned Business' (WOB) as a socioeconomic credit. The user selected the “Fair Opportunity/Limited Sources” value ‘Competitive Set Aside’ that allowed the “Type of Set-Aside” to be changed to ‘Woman Owned Small Business’ (WOSB). Rule 10N33 did not fire on Validate and Approve on the creation of 3600-36C24218F2510A. It did, however, fire when the user attempted to correct the action.

Validation rule DNB-014 is no longer valid, as confirmed by Dun & Bradstreet (D&B).

DNB-014: The DUNS Number entered is invalid (failed mathematical check). Please verify the DUNS Number and reenter a valid DUNS Number.

Validation rule DNB-014 will be removed. The rule was a mathematical check applied to a DUNS Number received from D&B to ensure the number was valid. As confirmed by D&B, this is no longer necessary. No

Currently, a Delivery/Task Order (DO) can have an earlier Solicitation Date than it's Referenced IDV. Two new validation rules have been created to prevent the user from entering a Solicitation Date on the DO that is earlier than the one on the Referenced IDV. See validation rules below:

DO Rule Code DOD2H05: Solicitation Date on the Delivery/Task Order cannot be earlier than the Solicitation Date of the Referenced IDV.

IDV Rule Code DOD2H06: The Solicitation Date provided is later than the Solicitation Date of a finalized document referencing this IDV. Please provide a Solicitation Date equal to or earlier than the Solicitation Date of finalized referencing documents.

Users can incorrectly enter Competitive Delivery Order "CDO" and Non-Competitive Delivery Order "NDO" for Extent Competed on V1.4 and V1.5 contracts. The ‘CDO’ and ‘NDO’ values can be selected on Delivery Orders (DO) against a Basic Ordering Agreement (BOA) on new V1.5 contracts, as well as corrections to V1.4 contracts. When a user reports a Part 8 BPA Call under a Single Award Part 8 BPA, the user must complete the "“Fair Opportunity/Limited Sources," "Number of Offers," and "Type of Set Aside" (in certain conditions) data fields. However, the FAR was changed a few years ago to not require additional competition for BPA calls if placed under a Single Award Part 8 BPA. The use case for Part 8 BPA Calls will no longer require an entry for the “Fair Opportunity/Limited Sources,” "Number of Offers," and "Type of Set Aside" data fields.
