Validation rule DOD9H03 shall be updated: “If the “Country of Product / Service Origin” is ‘Australia’, ‘Austria’, ‘Belgium’, ‘Canada’, ‘Czech Republic’, ‘Denmark’, ‘Egypt’, ‘Estonia’, ‘Germany’, ‘Finland’, ‘France’, ‘Greece’, ‘Israel’, ‘Italy’, ‘Japan’, ‘Latvia’, ‘Luxembourg’, ‘Netherlands’, ‘Norway’, ‘Poland’, ‘Portugal’, ‘Slovenia’, ‘Spain’, ‘Sweden’, ‘Switzerland’, ‘Turkey’, or ‘United Kingdom of Great Britain and Northern Ireland’ the “Place of Manufacture” can only be ‘Mfg Outside U.S —Qualifying Country (DOD only)’ or ‘Not a Manufactured End Product’” The Buy American Act Place of Manufacture Report will be updated to include Latvia.

A new value, 'Employment Eligibility Verification (52.222-54)’ has been added for Data Element 7G, “Additional Reporting.” | The new value, 'Employment Eligibility Verification (52.222-54)', will be added for "Additional Reporting" and will be valid from January 15, 2009.
The new value may be selected with 'Service Contract Inventory (FAR 4.17)' if both requirements apply. If only 'Employment Eligibility Verification (52.222-54)' applies, it may be selected alone. A new validation rule will fire if Date Signed is before 1/15/2009 and 'Employment Eligibility Verification (52.222-54)' is selected: 7G03:‘Employment Eligibility Verification (52.222-54)’ cannot be selected for “Additional Reporting” when Date Signed is earlier than January 15, 2009. The existing "Additional Reporting" value of 'Service Contract Inventory' will be updated to include the FAR citation: 'Service Contract Inventory (FAR 4.17)'. The change will appear on Awards & IDVs in Version 1.5. |

The Other Transaction (OT) functionality that is currently available for DoD, DHS, and HHS will be extended to the DOI agency, Office of Policy, Management, and Budget (1406).
2. The OT specific data elements and validation rules will apply for Agency 1406. Additionally, the DOI OT data will be available in the FPDS reporting module. 3. The OT user privileges will only be granted to agency administrators of 1406. |
