IAEENH-1297 / IAEMOD-41294 Activate “Initiative” Data Element (6SI) with New Value: ‘EO: Radical Transparency About Wasteful Spending’ The FPDS “Initiative” data element (6SI) shall be activated and Optional for all document types (i.e. Awards, Indefinite Delivery Vehicles, Other Transaction Awards, Other Transaction Indefinite Delivery Vehicles, and NASA-specific Awards). A new value ‘EO: Radical Transparency About Wasteful Spending’ shall be added, which shall be valid ONLY on modifications when the “Date Signed” is on or after January 20, 2025, and the “Reason for Modification” is one of the following values:
  • ‘Terminate for Default (complete or partial)’
  • ‘Terminate for Convenience (complete or partial)’
  • ‘Terminate for Cause'

Contract Writing Systems can report this data value using the code ‘RTWS’.

Four (4) new Validation Rules shall be added to support the new value. The messages shall read:

  • New Rule 6SI01 - The value "EO: Radical Transparency About Wasteful Spending" cannot be selected on a Base record.
  • New Rule 6SI02 - The value "American Recovery and Reinvestment Act" cannot be selected when the “Date Signed” is on or after 06/28/2019.
  • New Rule 6SI03 - The value "EO: Radical Transparency About Wasteful Spending" cannot be selected when the “Date Signed” is prior to 01/20/2025.
  • New Rule 6SI04 - The value "EO: Radical Transparency About Wasteful Spending" can only be selected when the “Reason for Modification” is: "Terminate for Default," "Terminate for Convenience" or "Terminate for Cause".
