The FPDS application shall be updated to provide an on-screen notification to the user to verify the value for the current “Completion Date” on an ‘Exercise Option’ modification if it is the same date as the previous modification.

IAEENH-1208/IAEMOD-21977 Add 2 new values to Fair Opportunity/Limited Sources to allow for DoD/NASA/USCG Exception The FPDS application shall be updated by adding two new dropdown menu options for the “Fair Opportunity/Limited Sources” data element (10R):
  • LSRC: FAR 16.505(b)(2)(G) Limited Sources
  • SSRC: FAR 16.505(b)(2)(G) Single Source

Two new business rules shall be added:

10R09: “Fair Opportunity/Limited Sources” can only be selected as 'FAR 16.505(b)(2)(G) Limited Sources' or 'FAR 16.505(b)(2)(G) Single Source' when the Contracting Agency is within the Department of Defense (DoD), NASA or the U.S. Coast Guard.

10R10: “Fair Opportunity/Limited Sources" cannot be 'FAR 16.505(b)(2)(G) Single Source' or 'FAR 16.505(b)(2)(G) Limited Sources' if the "Date Signed" is prior to '04/27/2024'.

Two existing business rules shall be updated:

10R05: If “Fair Opportunity/Limited Sources” is ‘Only One Source – Other’, ‘FAR 16.505(b)(2)(G) Single Source’, or ‘Sole Source’, then “Number of Offers” must be 1.

10Z02: “Source Selection Process" must be 'Other' when "Fair Opportunity/Limited Sources" is ‘FAR 16.505(b)(2)(G) Single Source,’ 'Follow-on Action Following Competitive Initial Action', 'Minimum Guarantee', 'Only One Source - Other', 'Other Statutory Authority', 'Sole Source', or 'Urgency'.

IAEENH-1192/IAEMOD-21982 No longer allow certain Agency Codes to be used as the Funding Agency Code The FPDS and FAADC applications shall be updated to prevent the below Agency Codes from being used in the “Funding Agency ID” field by adding a new business rule. DOD4C01: This Agency Code cannot be used on or after 04/27/2024 as the Funding Agency Code. This is to minimize operational security risks.
  • 97DL - Defense Intelligence Agency (DIA)
  • 97AB - National Geospatial Agency (NGA)
  • 97CR - National Reconnaissance Agency (NRO)

IAEMOD-23227 Business Services defect that allows Award type to be changed on a Draft modification The FPDS application shall be updated to prevent a Business Service “Update” request from changing the Award type of an existing Draft Award modification. When a Business Services “Update” request is sent in which the code for <contractActionType> differs from what exists on the Draft Award modification, that request will be ignored. IAEENH-1220/IAEMOD-25268 Medical Category Product Service Code (PSC) Revisions The FPDS application shall be updated with the latest revisions to the Medical Category Product Service Code data. These include:

New PSCs:

  • PSC 6506 (Blood and Blood Products) shall be made available for selection.
  • PSCs 6555, Q528, Q529, Q530, Q531, Q532, and Q533 shall be added and available for selection.

End Dated PSCs:

  • PSCs Q506, Q512, and Q526 shall be disabled and no longer available for selection.

Updated PSCs:

  • PSCs Q201, Q301, Q401, Q402, Q403, Q501, Q502, Q503, Q504, Q505, Q507, Q508, Q509, Q510, Q511, Q513, Q514, Q515, Q516, Q517, Q518, Q519, Q520, Q521, Q522, Q523, Q524, Q525, Q527, Q601, Q602, Q603, Q701, Q702, Q801, Q802, Q901 shall undergo Name, Definition and/or Includes/Excludes updates.

IAEENH-1261/IAEMOD-26129 Update Validation Rule DOD6Q02A to Remove Minimum Threshold The FPDS application shall be updated to set the minimum threshold to $0 and the maximum threshold to $35,000 in business rule DOD6Q02A for CARs with a “Date Signed” on or after 4/27/2024. The revised message shall read as follows:

If Unique Entity ID is U9X7H1UVY6U5 (GPC Foreign Business), Action Obligation divided by Number of Actions must be greater than $0 and less than or equal to $35,000.

IAEMOD-27107 Defect prevents “Recovered Materials/Sustainability” entry on DO referencing BOA after 4/29/2023 The FPDS application shall be updated to require the entry of the “Recovered Materials/Sustainability” data element (8L) on Delivery/Task Orders that reference Blanket Ordering Agreements, regardless of the “Date Signed” on the referenced IDV.

A Control Report listing the affected Delivery/Task Orders shall be provided after SP21 implementation.
