To comply with Section 1811 2017 of the National Defense Authorization Act (NDAA), SBA authorized changes to the Small Business Goaling Report and the Small Business Achievements by Awarding Organization Report. | The Small Business Goaling Report and the Small Business Achievements by Awarding Organization Report will be modified to include additional exclusions for the Department of Defense. These exclusions are as follows:
- All records that have the value of Code B “Humanitarian or peacekeeping operation as defined in 10 U.S.C 2302(8)’ for the data element "Contingency, Humanitarian or Peacekeeping Operation" and the Funding Agency is DoD, where the performance is outside of the U.S. and its territories and the Date Signed is equal to or greater than 10/01/2017. - All records that have the value of Code ZSF ‘Status of Forces Agreements’ for “DoD Acquisition Programs”, where the performance is outside of the U.S. and its territories and the Date Signed is equal to or greater than 10/01/2017. -The below exclusion will be for DoD and Civilian agencies: All contracts with 'Country Where Award was Issued' Code as other than USA or USA Territories, and the Place of Performance is other than USA or USA Territories, and Date Signed is equal to or greater 10/01/2017.

DOI has legislation that allows their agency to use the following new Asides:
Asides ‘Indian Small Business Economic Enterprise’ and ‘Indian Economic Enterprise’. No other agency has the authority to use these setaside values. Other agencies have been able to select these values successfully because Validation Rule 10N37 stopped functioning correctly.
| Validation Rule 10N37 will fire on contract action reports that have either of the Type of Set Asides ‘Indian Small Business Economic Enterprise’ or ‘Indian Economic Enterprise’ and the agency on the contract is not Department of Interior. Validation rule 10N37: ‘Indian Small Business Economic Enterprise’ or ‘Indian Economic Enterprise’ can only be selected as the "Type of Set Aside" by the "Department of The Interior" and the agencies that have received Transfer actions from the "Department of The Interior" with either of these values selected on the base (Modification Number = 0) action. |
